I think the difference between one and the other is that a drain takes the water
out of the system and there is no interaction with the groundwater, while a
river has a river bed conductance so water can seep into the GW or viceversa,
depending on the gradient.
I would start modeling the rivers as rivers (or streams) and check if you can
calibrate the model. If that doean't work use the drains...
